Policy: Physician Progressive Discipline

The purpose of this policy is to establish the regulations and procedures pertaining to discipline and dismissal of physicians.


Step I

The Service Chief or Site Medical Director shall discuss the unsatisfactory performance or improper conduct with the physician with a view of resolving the problem.

Step II

If consultation does not resolve the problem, the Service Chief or Site Medical Director will give the physician a letter of warning. The letter will:

  • outline the problem
  • recommend expected course of corrective action
  • set a specific review period where appropriate, and
  • advise the physician of possible consequences

The Department Head should be consulted before the letter of warning is given to the physician.

A copy of all letters of warning should be sent to the Chief Medical Officer (CMO) of Shared Health Manitoba and the Chief Medical Officer (CMO) of the Winnipeg Regional Health Authority (WRHA).

Step III

If the letter of warning does not resolve the problem, the physician may be suspended or dismissed. If immediate severance is desired, immediate notice will be given the WRHA Medical Directors or the Shared Health Medical Directors responsible for the area in consultation with the WRHA or Shared Health, as the case may be.
