Introduction

Performance reviews are mandated by the Winnipeg Regional Health Authority Hospital Medical Staff By-Laws and by the University of Manitoba.

The Department of Internal Medicine has developed a number of tools to assess clinical workload, training effectiveness and research productivity.

All relevant information will be submitted on an annual basis by the Department.

Notes

The Department of Internal Medicine will conduct the performance review of its faculty members for the period of January 1 - December 31 to fulfill University policy requirements.

GFT members are reviewed annually and non-GFTs are reviewed biennially (years ending in odd numbers i.e. in 2020 for the 2019 year)

Process

(from the 2018 memo)

Task Completion Date
Send the following forms to each section member for them to complete and return to the Section Head:
  • Annual Performance Report: January 1st 2018 – December 31st, 2018
  • Annual Disclosure Form – Relationships with Private Sector Entities
  • Faculty must also include an updated CV
February 28th, 2019
Review the submitted items listed above (but not with the faculty member, that comes later)·
  • Complete the Performance Feedback Summary and Signature Form (Part A only)
April 30th, 2019
Arrange a meeting with the Department Head (204-787-7772) to discuss each section member’s performance including your own.

Submit your personal 2018 Report package to the Department Head's office two weeks prior to your meeting.

Bring each section member’s package of forms to the meeting (Do not send prior to the meeting).

May 31st, 2019
Schedule Performance Feedback meetings with each section member to review their performance and discuss future goals. The Department Head is not present at this meeting.
  • Complete Performance Feedback Summary and Signature Form (Parts A-C and obtain faculty member’s signature)
June 30th, 2019
After the Performance Feedback meetings, for your section, submit the following to the Department Head for each section member: *Annual Performance Report: January 1st 2018 – December 31st, 2018
  • Update CVs
  • Annual Disclosure Form – Relationships with Private Sector Entities
  • Performance Feedback Summary and Signature Forms
  • Performance Feedback Annual Report
June 30th, 2019
Arrange a meeting with the Department Head to discuss your own performance (using the package submitted by May 31st):Performance Feedback Summary and Signature Form (Signed) June 30th, 2019

Once all the sections have submitted their reports, the information will be compiled by the Department Head's office who will then submit a complete report for the Department of Internal Medicine to the Office of Academic Affairs, as required.


The Tools

  1. The Section Head completes the Annual Workload Evaluation using the Relative Workload Evaluation Scale. This guide has been installed on the Department of Internal Medicine STAR Database

. The Department will update the Member Assignment and Planning Section of the STAR Database on an annual basis. Section Heads will be asked to review this information on an annual basis and are advised to submit any changes within 30 working days. These changes will be discussed with the Department Head.

  1. Updated CV’s using web-based platform - The Department of Internal Medicine requires individual faculty members at a minimum to contribute information relating to publications, grants, and external service using the STAR Database. This information is available for each member, and his/her Section Head on the STAR Database.

  1. Resident Evaluation of Faculty - Biennial (every two years) reports are available to individual Faculty, Program Directors and Section Heads.
  2. Research Evaluation – For Faculty designated as having 25% or greater research protected time and who receive commensurate salary support. These reviews are to be conducted in accordance with policies and procedures established by the Department’s Research and Faculty Development Committee, a minimum of every five (5) years.
  3. Clinical Evaluation – Staff/patient interaction and compliance with (availability, punctuality, involvement in discharge planning, etc.). This tool will be completed by nursing and allied health staff team member

at: the Health Sciences Centre; St. Boniface Hospital, Victoria and Grace Hospitals. The Site Program Directors will ensure that the Faculty Evaluation forms are completed and returned to the Department of Internal Medicine.

    • Critical Care Program - Send the Faculty Evaluation forms to the WRHA Program Director-Critical Care. The Director will ensure that all sites receive the form, complete it, and return to the Department of Internal Medicine.
    • Renal Program - Send the Faculty Evaluation forms to the Program Director-Manitoba Provincial Renal Program, for distribution. The Director will discuss and circulate to site inpatient and outpatient Program Directors/Managers and Allied Health.
    • Oncology Program - Med/Oncology physicians who admit exclusively to HSC-H6 or to St. Boniface Hospital medicine inpatient units – send Faculty Evaluation forms to Site Program Directors who will ensure that the forms are circulated, completed and returned. Med/Oncology physicians who provide consult services to Cancer Care Manitoba clinics – send Faculty Evaluation forms to the CNO of Cancer Care Manitoba, who will ensure that the forms are circulated, completed and returned.
  1. Completed clinical performance evaluations will be returned to the appropriate Section Head and/or WRHA Program Director in a self-addressed envelope within 30 days.
  2. The Section Head and/or WRHA Program Director will meet with the physician to review the completed evaluation form.
  3. The completed evaluation form will be returned to the Department Head for his review and signature.
  4. The Department will advise the WRHA Credentials Coordinator that the performance process is complete.
